Cues are numbered from 1 on the way out, which SRT requires and VTT does not.

Anything SRT has no way to express. Cue settings that ride on the timestamp line — align, line, position — are dropped, because SRT has no positioning. STYLE blocks go, because SRT has no stylesheet. NOTE and REGION blocks go. Cue identifiers — the optional label some tools write above the timestamp — go too. The text, the line breaks and the timings all survive exactly.
It is the oldest and simplest of the formats, so it is the one every desktop player, editor and upload form learned first. VTT is what browsers need; SRT is what everything else takes. If you only keep one copy, keep the SRT.
The milliseconds separator flips from a period to a comma — 00:00:01.500 becomes 00:00:01,500 — and the WEBVTT line at the top is not carried over. The times themselves are identical to the millisecond.
No. VTT treats them as optional and most exports leave them out; SRT requires them, so they are written from 1 in cue order on the way out. If your file did have identifiers, they are replaced rather than kept — an SRT index has to be sequential.
